What's wrong with have a modern-Japan based server? Who are you to put his ideas down? If he is able to employ original ideas, I think that's good. I've always been interested in the Yakuza, and that whole 'Triad' thing myself. Although I'm not a fan of modern servers either, you're telling him not to make a modern server... which is hypocritical.
