I agree, however, not having any support for an offline editor is stupid. Not everyone has an internet connection which is always active. Even the ones who do may go to a friend's house and want to work or show them something. They could also simply not want to be bothered by people and prefer to do it without any connection to the internet. There's a ton of situations where offline level editing can be very helpful.
Anyway, it's not like we need to worry too much about this stuff right now, as 3.1 will never come out. The last release date has been passed by what, 5 months? :/
