Not completely true
Under Valder's ruling, there WERE good RPers in the kingdom, but only by chance of them being old pirates and such. Besides that, there was the obnoxious PKing bunch, and the passive non-RPing people. Under my leadership, new members who were great RPers were joining and being encouraged and praised for their welcomed skills, and the PKing non-RPing ones were. So it went down gradually under Valder's time but then started to come back up in some sense (I admit, we were the weakest kingdom statistically in levels, PKing, etc, but WERE better than others in RPing and such interactivity) when I was Governor.
