I think it would be easier to define town-regions - x tiles from the town's bell or so, or a certain set of levels.

That would be a player at level 100 killing a player at level 1 - roleplaying doesn't work like that, and ranks are not given out based on a level (or should not be). My point is that neither ranks nor housing should be linked to levels, either way.
