My hands are tied in that respect to all PWs not just UN. Regular PWA cannot implement punishment on any PW, only Spark can do that. You can only beat your head up against the wall so much before asking yourself "What's the point if nobody listens?"

If a problem about UN comes to me I will be happy to come discuss it with you, but like you I haven't been told anything. All I see is people blowing alot of smoke with no proof of anything, sorry Guys I don't condemn people without proof of wrongdoing. There is no crime talking to "accused hackers" (prolly script kiddies and trainer users if anything no less), it's like talking to a murderer , no crime in that unless you engage in the illegal activity. There is no rule against talking to "suspected Hackers " only in the actual hacking itself.. 9 out of 10 people on this game would not know a real hacker if they saw one.
