Do you mean leveling wisdom or overall? As Icestorm is a spell, and won't do you much good to level wisdom
Anyway, I don't have experience with DianCecht, but I believe he is designed for higher levels, once you get wrathful eye and sunspear, things will become a lot easier I would say. As the descriptions say, some gods are designed for lower, others for higher levels to play...
