I think I see what you mean. You sign up for an "ID" with your password and email, and you create accounts under that ID. But that is still fundamentally flawed, as you could just go create another email account somewhere. An IP ban would be more effective.

IP ban is useless if you have 56k or something, b/c your ip changes everytime. Even if you have cable/dsl I doubt anyone pays extra for static ip.
