I've said this before I'll say it again, The answer is simple, Make 2 Servers.
Delete the Kingdom islands from 2002, and add a New gold server, Kingdoms, Delete the main island from that (the major cause of no RPing) and populate the Kingdom isles with towns from the main island.
I said this about 5 months ago.
If this was done we would have RPers on Kingdoms, and PKers on 2002.
Splits them, There are more RPers than you think also.
But the systems should be split, changed to accomodate each server. (Kingdoms should have a max level of 50, and no Prep weapon/EAs) - 2002 Would have a PK range set in place, Only allowing you to PK within X- levels of your level in 1 mode and Full open in the other mode.
