I highly doubt that the trade completely halted your ability to have a conversation, and if it did, it won't have halted for more than say 1-2 seconds, while you closed the screen. And i doubt very much that he carried on trying to trade to you (because you probably PKed him or something), so it's not exactly harrassment of any kind.
Unless he was some kind of a *****, like people who don't stop doing things to you even after you ask them not to, you could have said "I don't want to trade with you" or "I don't want any diamonds" and he wouldn't have done it again. If you say you don't want to fight/get PKed to a PKer, he will ignore it and carry on.
The guy should have just put the diamonds on the trade tables though since that's what they're there for...he was being stupid opening trade screens if he was in a trade house...
