You must have a confirmed credit card on your paypal account to send payments. They charge like $1.95 USD to confirm your credit card, and then, on your statement, it says PAYPAL MEMBER XXXX (XXXX being a four digit number.) You then go to the paypal site and enter that number, confirming that you are indeed the owner of the card and have access to the statement. After you do that, you can send payments. |
