People would probably place them everywhere, in front of doors, in or around a nice fence, etc just to piss other people off. The best thing would be to disable earth to dust on them completely, and have anyone with H rights be able to pick them up. Either that, or allow people with H to solidify fences after a house owner placed them - which should only be possible in a square with 3 times the house's length and width at max.
