You dont make the best level-maker lat admin... You make the most devoted one, with the best work ethic the lat admin... The one with decent management qualities as well as level making abilities...
But that still doesn't explain as to why you have a 'Staff Manager' It sounds like one of those positions that are there just so that the Manager's friends can have RC...
