I'd do my best to put together a competent staff team, become disgusted as they slowly give up on the server and stop signing on to help out, attempt to hire more staff who promise they're coming back for good but then don't, and eventually get to the point where new updates have to be delayed to be released all in one big package so the players'll come back then.
Oh, yeah, then I'd promote the two guys who are actually helping out to a huge extent (Shadowless and Scott) and wonder why other staff couldn't be as dedicated as they are.
