Sure, it's simple if you ignore half of the debate. If a new user saw these developing worlds, he would assume that they are to be added to the Classic/Gold tab upon completion. The problem is not merely that they're unfinished; it's also that they are, for the most part, unregulated. Some of the content is of an extremely poor quality, and some could realistically be profane etc. It doesn't give a good impression.
