Possible reasons:
1. No one has bothered to make an arrow hit gani... such as an arrow pierce effect + sfx...
2. It's Graal... if things made perfect sense.... it wouldn't be Graal....
3. It is indeed in the making or the next thing coming... just not on the top of the list of things to do.
4. The world is going to end and we're all doomed.

Edit: oh and answer to your question.... Improve Weapon Damage scrolls

Edit2: oh... and the 4 hit to kill a t-rex thing... it's because Govannon weapons have the "slay giant" trait... and since there is no dinosaur monster class... it's classified as a giant... therefore... you're getting the slay bonus to your damage.
