You dont
have to pay by PayPal. I believe you can send in cash or a cheque.
Edit: Also, there are plenty of underage PayPal users. Obviously they cannot prove how old you are over the internet. Also with PayPal if you do not have a Credit Card you can use a Debit Card. Most children should have a bank account if they have a job.
