Knowledge of a field generally antecedes skill in that field - yeah, you can't judge someone's scripting skill based solely upon their knowledge, as someone can know quite a bit yet be unable to apply it practically; however, if someone doesn't know all that much about the field to begin with, how can they have the skill?
Regardless of all of that, "pretty good" is relative. To them, for one to be "pretty good", one must possess at the very least a certain amount of knowledge in the field, and among the required knowledge (in their minds) to be a "pretty good" scripter is knowledge about clientside/serverside scripting. *shrugs*
