I moved the LEVELNAMES thing down a line and it worked fine.
Is like:

GRMAP001
HEIGHT 2
WIDTH 2

LEVELNAMES
"nuba1.nw","nubb1.nw"
"nuba2.nw","nubb2.nw"
ENDLEVELNAMES

And yes i did type all this..
