I was sure someone would say this, I can't so you're wrong, since it's an opinion, but I can always argue.
I don't find interest in their levels either, but hey, maybe it's their style? Every server has it. Here's some example:
Unholy Nation - Average levels, tons of PKing and useless NPCs.
Delteria - Over-detailed levels and a roleplay feel.
Shaded Legend - Amazing levels, graphics, and NPCs, little player attraction
somehow.
Maybe Ithica's style is "Simple, unclean levels with on overmap look?"
