1 wand per person: Gah! That would COMPLETELY kill the perpose of being able to sell them
I meen sure they should be rare, maybe underpriced though, a really good one would sell for only 1k in shops? but really, I see these as being extremely rare, not get them often at all, heh.
Wand killing gives Mental Exp, and I find leveling mental to be really hard so the method of giving it exp would be well appreciated!!! Besides, with actual magic and prayer skill you can get these spells long before you can get the wand for them, so what's the big deal about exp unbalence?
Except for the too powerful thing, which I agree on. It should have a mental level requirement for using, maybe? I meen, wands have mental requirements, I've seen 'em...
As for gaining a spicific spell for what level you are, this is all considering that as true, because I generally like that idea. Should go on wisdom level, not base level. (barbs getting face of death, ech.)
