Manga and anime are really two different styles though. Manga is not an "anime comic book" because you don't draw the images the same way.

Manga - Usually drawn with pencil or ink, most manga is black and white, so the artist usually tends to shade things differently for the art on paper. Some manga is drawn sketchy.



Note how there are many many many shades in his face. How some of the lines aren't connected and are sketchy.

Anime - Usually always done with ink, anime is usually a bunch of ink drawn frames that are ran together to make a motion picture. Most anime uses clean lines and quick 1 or 2 color shades.



Unlike manga, the lines here are smooth and connected. Shading on the face consists of one dark color and one light color, instead of many many shades. The look is cleaner overall.

Now as for which came first, the chicken or the egg... err, I mean the anime or the manga... Well I'm pretty sure manga originated before anime, as it's safe to assume that people would draw a comic before making an animated series. That is why nearly all manga that you see, was created before it's anime counterpart.
