3D means 3 axis's, right? That means that Graal is already 3D, having the npc's that draw over stuff. However, the z axis is not used much so the 3D is not complete.
It is possible to make a tilebased 3D game though, and I would give more information, but I wouldn't be allowed to by forum rules. But, as for a non online game... Which I can mention, think Mario RPG. That had the 2D Isometric style, then it had blocks on top of each other, incorporating a third axis.
