Always IC while IC?

This is a poll for your personal opinion. Do you think people who are using a roleplaying nickname with a roleplayingtag at the end should have to roleplay (as a rule being enforced by each kingdom). This would mean that any non-roleplay talk that is spoken while using a roleplaying nickname and a roleplaying tag at the end must be made note of in some way (common RP rules by good RPers says to use at least 1 set of parenthesis). I just figured it would be common sense to say "Yes", but it seems so many people believe it's fine to: 1) freely talk OOC while on tag if only friends are around,and 2) freely talk OOC on tag at any time unless it's an event

Note: The bold text is to show how self-contradicting I believe it is to say "no".
