How about you start off with no kingdoms and have applications for people to start kingdoms with requirments such as members RP History perhaps a backing from a staff member etc.. That way people will have a kingdom type they want to RP and will mor ethan likely stick with it since they chose it. Just an idea any how.

Then we will have kingdoms made just so 1 person can have power, not very good rulers, and stuff. Kingdoms would be just like guilds.
