You could say that the member of the "ally" nation had strict orders by his superior to attack pirates under no circumstances. Then, pirates betray the allies and the guy doesn't want to lose his job or life, so he runs. Which is what I'd assume the person did...unless he/she was stupid enough to just keep trying to attack after seeing it didn't work.
