The purpose, in theory, of having Player A paying for a server is that it pays for the bandwidth and storage (although it's also paying for "setup" fees I'm sure). Having Player B would just be unjustified fees.

umm... i think you missed the point...
player B will have to pay either way to access player A's server...
as it is now, he will need a gold, or VIP account...
the $5 would replace that, as in, instead of making a player pay for access to ALL of the private servers, why not let them pay $5 for access to the 1 they want? you can not say it is unjustified, since the $5 would be cheaper than the $19 or more they would have to pay otherwise...
