If they just put it into the castle it will be stolen by other kingdom members who just dont know hoe to rp properly 
So there should be added storerooms (inside castle and/or in a town) with doors that can only been passed by kingdom members with S rights, who are chosen by the king/emperor/shogun.
I think it would be possible to do that

Build a house, give key duplicates to certain people. If it gets abused or something, make a new house.
