A group that is hired/paid by other kingdoms is a sub-kingdom, not a kingdom.

That was the idea as suggested in the idea file. The idea file that was submitted was what was approved.

Popular demand, my friend. Also, it made sense from an RPing point of view - they are, after all, far underground, so whatever catastrophe destroyed all the other kingdoms, they survived. Additionally, they are a different race - if humans survived somewhere else, so did these fish-people in their ruins + in hiding in other places.
