It probably depends upon who is doing it
I'm more than confident Kaimetsu could easily do it. I also remember Angel showing me a nifty script online that lets you place down any tile from the tileset. It was really neat

Another thing I remembered! Grim Squeaker, long ago, made an infinite level using an NPC. The entire level looped for ever (no level links). Would've worked great for a zelda-esque puzzle (ala Lost Woods).
