b) Just in it for the power and popularity
Most playerworlds that actually finish will be amateur at best. I doubt all but a few will have enough quality content and quality staff members, to reach any kind of decent standard. I'm not saying ALL new playerworlds are going to suck, just most of them.
I'm not trying to insinuate that Unixmad made a bad move with pw renting, I actually find it refreshing, and it was a good business move. So in other words, these pw managers will either be content with having a nice playerworld, or content with having power.

Um, no offense. But why does it matter. If a person wants to waste there time and money too buy a server and do nothing at all, so be it. Its there fault, there money, there problem.
