If by lately, you really mean "since you started posting", you are correct.
And as far as the "Managers working as staff situation" I don't see why Managers can't persue other endeavors aside from their playerworld. Some Managers have a 40+ hour a week job
and can manage their server just fine. Who's to say an unemployed person couldn't use that 40 hours to work on another playerworld?
If a PW Manager doesn't want to work on his/her playerworld - no rule is going to magically endow them with motivation. They'll find something else to do regardless of rules.
