It will lag if there are a lot of showimgs loaded or lots of NPCs. Considering the large amount of NPCs I use to make the forests you'd better have a fairly decent computer
I would say the minimum specs needed are at the very least a 500mhz proc, 128+mb RAM, and 8+mb video ram. A small screen or window is best (640x480).
