Graal is a game meant for
anybody. Their main playerbase may be teenagers, but that has nothing to do with the game's intention/direction.
Uh, if they are corrupt they should be stopped; that's first. Secondly, as has been said, they do
not own the playerworld, therefore they are
not free to do whatever they want. The staff must follow the rules, just like the players must follow the rules.
