That doesn't make a lot of sense to me...but it DOES make sense that you would need the recipe book, in an RP sense. You may know the ingredients because you went to a help site but your character would not. Also, you might know the ingredients, but you could make the case that the scroll or recipe book lists more than ingredients (ie proportions and other special directions) that you aren't privvy to when you right click it...so yes, I think it makes sense.
