Levels should really not play too much of a large role when trying to join a kingdom.
Anyway, there really is no need for another kingdom. Yes, at times there are a number of people massing out to join kingdoms. Kingdoms, however, can easily fix this by simply by getting more 'recruiters, or just make sure the existing recruiters come online more.
