I got bowyer, and I made ebony and composit bows _before_ I got it. I looked at them using it, also a bunch of arrows, and learned nothing more... (I wonder whether it'll do something about arrows anyway, like you make 100 and learn you made an "arrow of exceptional sleekness" which flies twice as fast... )
