I have Residential ADSL. It uses PPoE. Its not static lol. But i have a router that broadcasts one IP for all my computers. So It is kinda static. And your cant say All Cable is Static. I know a cable company thats Dynamic ;p. You can change your IP. release/renew. Will normally get you a new ip address.
