Yes rank promotion will be based only on merrit now. Before I had that system for parts of my government, but people seemed to enjoy looking over that and criticizing me for the rest...even though merrit still played a role in those other sections.
Also, the former Samurai part still resembles..well.."Samurai". I cant do to much about it at this time. I am leaving in 9 minutes to North Carolina and I wont be back until tomorrow night. Anyways, yes there will be reforms. I also will make some documentation for the state's only recognized political party, and add 2 amendments to the new Constitution once I have that party ironed out. |
