Oh yeah. I remember now. This was called the Illegal Operations Team. They were created by Unixmad to just report illegal things happening on Graal, a sort of bureaucratic job. They were also given global RC. A sort of useless job if you ask me, very useless, as I never saw them do anything and I'm 90% sure they're non exsistant anymore.
