Spell/Prayer SP/Grace Bug?

Why is it that when you are level 1 magic, a spell such as burning hands takes 6 sp...then when you are level 12...it takes 10? When you practice something does it get harder? I dont think so, it becomes easier, so why must spells/prayers cost more sp and grace when you level up? That's pretty dumb X_x |
