This wouldn't be a bad idea, there could be set interior levels, and a certain amount of a type of building that can be made, so there can exist 5 player made shops, 10 windmills, so on, and so forth, with the number being determined by how useful the building is, and there would be only certain points that can be have a certain building placed. |
