Well, I'm not completely sure what the Jeweler skill, if anything, currently does, but here's my idea for what it could do.
Ok, so say there is an option to craft an item known as "Ring" in the smiths, or even in a new place. Now, each ring is worthless on its own. But it has two slots. So with the Jeweler skill, into these slots you can put gems to add stats to the ring, like so.

10 Rubies adds Str +1
10 Diamonds adds Speed +1
10 Sapphires adds Magic +1
10 Emeralds adds Int +1

The "of Great Worth" versions (if you managed to get 10 of them and didn't sell them off for the plats), would add a +2 instead.

It would make the Jeweler skill really useful, and also add a purpose to items like Rubies, Sapphires and Emeralds other than alchemy recipes and selling them off.
