I think levels should be left as is. Look, there ARE good people at high levels (Hello!). I'm level ten now, and I'm actually pretty strong (max HP of 110 with buff) for a priest. What the Kingdoms need to do is keep this high level jerks out of their kingdoms .. and people who are not so arrogant and of high level in them. If I were in a war, I know for a fact I could tear through anyone level five or below. .. but I wouldn't. I'd give them a chance, I'd RP a war, I wouldn't RP a slaughter. People with very high levels and RPing skills are the only ones that should be in the kingdoms! These high level ignoramuses should not be in kingdoms IN THE FIRST PLACE! Keep them out, and your problem is solved. Let them stay in battle mode killing fools .. but keep them away from Kingdom RPing.
