Just make it so they need to bge twice the level to use the spell.
For example a mage would have to be level 3 to use a certain spell and the melee classes would have to be level 6 to use it.
Although there would need to be some sort of handicap for magic based classes so they can't use powerfull weapons to make it fair. |
