You really honestly belive they havent done that?
In fact i can promise you they have.
But to call the FBI on the internet attack related issue you must have proof and people to back it up. This helps if there are mutiple cases report to ISPS and such.

I personally have had internet taken from script kiddies, I own servers and if they try to do anything I just call up their ISP and a few minutes later they are gone
