simple php script, plus if anything offensive is upped simple ip ban from uping... if it continues you just call up the isp and it will be resolved easily
delteria.net has tons of images uploaded constantly, it uses a total of about 100mb for images... I am sure it would take quite a while to fill it up
hotlink protection is a must though...
