That's what he meant, he was just giving an example of when to use the whole one.
I like the level, it's not overly detailed, just enough. The house is plain and simple, but that's what makes it look good. Just change the bottom left and right tiles on the second floors as stated above and it'll be a lot better.
I wouldn't add swamp tiles, as there is no real water, so it wouldn't be too swampy/marsh like, in fact I'd just keep it as it is besides a the house.
