Well, let's see:
Editing the functions of the Graal.exe and stuff like that isn't allowed ON ANY SERVER,
and Scamming is considered a minor offense, especially "Police" are able to prevent+correct it. They can't prevent people like Zurkiba from using trainers (even once.)

You basically supported those who feel the need to exploit every external bug in the game's exe.
Scammers don't do this.

Yes, you did. I don't think it makes the players feel any better knowing that they have corruption on the police force, corruption that uses trainers and such. It's very similar to real life: People on the Police Force use drugs or something, instead of enforcing the no-drug policies, whatever they are.
You're like a figure who is supposed to "show" people how to act.
