Don't be foolish, of course a history can be enforced. Kingdom leaders almost never allow new members into the kindgom without having seen their roleplaying story --- any character stories contradicting the history would be turned away until properly revised. As far as kingdom RPs go, it's easy enough to admonish rulebreakers and correct their mistakes. We have a small enough roleplaying community for a few high-ranking roleplayers to quietly enforce the rules.

Besides, most roleplayers learned enough from 2k1 to be able to follow a few simple guidelines. Only newer kingdom members would be a problem, and they're taught quickly enough. It would require most of the kingdom leaders' cooperation, but it could be easily done, if people are willing.
