So wouldn't it be true for someone not aligned with a kingdom who has crash landed on the island chain making up 2k2 to have a different set of beliefs or gods, yet unable to benifit from it?

Those are the kind of details that could be worked out. We could even go so far as to establish the regions and landmasses outside of the main island (hell, we don't even have a name for it yet!) and set up just some basic rules on personal inventions until we get a full set of guidelines typed out. Personally, I think there's no problem with some outside islands and lands, but once we get into creating gods, we've crossed the line into Durime territory.
